Property Valuation in Dubai: Asking Price and Assessed Value

In Short

A property valuation in Dubai should answer a clear question for a specific purpose and date. An advertised asking price is the seller’s starting point, while an assessed value follows the scope and evidence used by the valuer.

Property valuation in Dubai is often discussed as if there is one correct number that never changes. In practice, the purpose of the assessment, its date and the property details all matter. A buyer deciding what to offer, a seller planning an asking price and a lender assessing security may need different information.

Start with the purpose of the valuation

Explain why you need the assessment before appointing a provider. Ask who will use the report and whether that organisation has requirements about the valuer, inspection or format. If a lender or other authority needs it, confirm the accepted process directly before paying for a separate report.

Ask for a written scope, fee and expected delivery time. Find out whether the valuer will inspect the unit, what documents are needed and what limits or assumptions will appear in the report.

Separate the asking price from evidence

An asking price tells you what a seller is seeking. It does not prove what similar homes have sold for. When comparing properties, use the same property type and look closely at size, condition, floor, outlook, occupancy and payment terms. A renovated vacant unit may not be a fair comparison for a tenanted home needing repairs.

Ask where the comparison evidence comes from and how recent it is. Keep a note of differences that could explain the price gap. Avoid taking an area-wide average and applying it directly to one unit without checking those details.

Prepare an accurate property file

Have the title information, floor plan, area details and relevant tenancy information ready. Include a clear record of approved improvements where relevant. Do not assume that money spent on decoration will add the same amount to the assessed value.

Share known condition issues honestly. If access to part of the property is not possible, ask how that affects the assessment. A report is more useful when its reader understands what was inspected and what information was supplied by others.

Read the assumptions and valuation date

Check the unit details and purpose shown in the report. Read any assumptions about occupancy, condition or use. Ask the valuer to explain wording you do not understand before relying on the figure for a decision. A valuation from an earlier date may need review when circumstances have changed.

For official property services and current requirements, use Dubai Land Department. Confirm the correct service for your purpose instead of treating every online estimate as an official certificate.

Use the result as part of the decision

A useful valuation supports a wider review of the home's condition, running costs and suitability. Read our buyer viewing guide and compare current sale listings. Keep your maximum affordable purchase cost separate from any headline value estimate.

Frequently Asked Questions

Is an asking price the same as a formal valuation? +

No. An asking price is an advertised offer. A formal valuation is prepared for a stated purpose and date using the valuer’s scope, evidence and assumptions.

Can I use any valuation report for a mortgage application? +

Ask the lender which valuation process and provider it accepts. Do not pay for a report assuming it will meet a bank’s requirements.
